Sir,
I have the honour to transmit in duplicate a
petition from Messrs.M.J.D. Stephens and Thomas Howard, Crown
Lessees as Tenants in Common of Marine Lot 184, praying for re-
dress in the matter of an award of $15,000 which was made to
them by Major-General Black, lately Officer Administering the
Government, under the provisions of section 7 sub-section (VI)
of Ordinance No.16 of 1889.
2. A copy of General Black's award and a copy
of the memorandum on which he based that award are enclosed

3. I shall not enter into the merits of the
award made by my predecessor who, I am advised, had full power
under section 7 sub-section (VI) of Ordinance 16 of 1889 to
award such a sum of money as he in his absolute discretion
thought sufficient, because the question of compensation ap-
pears to be concluded by the award made by General Black under
the above provisions of this Legislation.
4. A brief précis of the history of this claim with the newspaper reports of the hearing of the claim for a
mandanus by the petitioners is attached hereto.
